If your school has voicemail enabled, voicemail can be sent in any chat.

If the chat is closed, i.e. it is set to "Oneway", only the group admin can record and send a voice message.
If the chat is open so that any member of the group can send a message, it is also possible for any group member to send a voice message into the chat.
